I believe this to be a Jim Norris photo from 2000.

Description:  The units tried to defy a law of physics which states that 2 things can not occupy the same space at the same time. This is on the old CT&V under the New Castle Sub. So at this time, both upper and lower tracks are of CSX vintage.

Although the Hill Yard has some tracks in it, the local doesn't use them to run around cars.
