Believe this is ex-MOBX 227, nee-Virginia-Carolina Chemical #1 (EMD serial 30742), a Phase IV SW900, built 10/65.

SW900; It went through Rhodes shop in Monroe, Ga, It is also listed as RTEX 227 and HRT 227.
