Just a guess, I'm thinking that they are attempting to stabilize the track bed.

On the former Central of Georgia, between Columbus, GA and Montgomery, AL, keeping the track out of mud was a constant problem. Eventually, Southern Railway attacked the problem two ways -- 1) they pile drove 39 foot sections of rail along the right of way to help stabilize the track, and 2) they drilled holes along the track structure, down to bed rock, and filled the holes with sand. Neither one of these steps would have worked without the other, but together, these two things largely solved the "sinking" track problem
