Either they're "creosoting" locomotives or it's an emmisions test station.

I'm inclined to agree with the emissions test. At least an engine running test of some kind. The shrink wrap I think s in the next building. ;-)

Actually, a paint booth. My son toured the plant during an N scale convention, and has even built a model of it.
