No, actually this is extreme southern Minnetonka. The Crosstown bridge is the border with Eden Prairie and is about a block to the south, behind the photographer here.

The track coming in from the upper right is the old M&St.L, now ripped up. The Milwaukee Road line crosses from left to right at the bottom of the image. It is still intact, but the tower is long gone.

Twin Cities & Western owns the old Milwaukee Road track today.
