Fred, it looks like an old ballast hopper. They used the hand-wheels to open the hopper gates and drop the ballast between the rails. Pretty primitive compared to today's solar powered remote controlled ballast hoppers.

Fred, this is an old ore jenny. It may have been converted to ballast service, but I don't think so. The large wheel is for car unloading.
