Great catch! I've only seen a couple of these 451xxx series, they looked like grain hoppers that have been modified with new unloading hatches. The new hatches still have the large sliding plate (grain unloading) but also have a tube attatchment on the sides like a plastic pellet hopper. The ones I saw were carrying sugar.
