Interesting. as locomotive engineer, I feel only elocomotives with qualified engineers should be moving freight cars. This vehicle is operated by someoen who only needs a CDL. I would like to forward this image to the appropriate parties within the Union. This practice has to stop.

Being a union member has nothing to do with it. As a qualified (non-union) engineer, this gives me the heebie-jeebies, too.

They have a similar unit in Victoria, Australia. From memory the speed is restricted to 30mph, branch lines only and max of 270 tonnes. As an old engineer it doesn't ring my bell either.
