CN 64049  Contributor's Pick!       
With the help of David Larrabee, his friend Jamie Haislip, Tomy Boy and Paul O'Shell (see comments below), this vehicle has been identified as an older Racine dual Achor Adjuster (dual anchor adjuster) aka an 'anchor squeezer', serial number DAA-272-08, built in 2008. This unit 'boxes' the pre-applied rail anchor tight to the sides of the tie.. Much thanks for their help.

David Larrabee General As it is last in the parade and there are shovels and ballast onthe cart, I'd say the jaws pull the tie up to the rail for hand tamping when in situations where the automated tamper doesn't get the job done.
