This is actually Ridgely Tower in Springfield, IL. WR was on the west side of the tracks, which would mean this tower was being lit from the north, impossible in this hemisphere. That, and this looks just like the tower and interlocking there.

Ridgely and WR are one and the same tower. This shot is of the SW corner of the tower, but in the summer you can get shots of northbounds with nose light in the early AM and the late PM. See Dick Wallin's GM&O book for examples.
