Jack, I love shots from Harpers Ferry, and couldn't help but notice how different this scene is and has rapidly changed over the years. First the toilet powder sign on the cliff is rapidly disappearing into the rocks. Second the platform that you were standing is no longer being used for passenger traffic. Thirdly, the tunnel is on the CSX's list of tunnels in their national gateway project that are being deepened, widened or being enlarged to allow the flow of double stack traffic.

Correction Jack, when I said the platform I was referring to the sections that hang over the potomac and start from where the white post on the right is situated
